When someone takes one of my pics off of Instagram, puts it through a shitty filter, ruins the quality of it, then gets more likes. I know likes don’t mean anything, but if you have 900 followers for your own pics, at least give credit to the person that actually took the photo.

I assume it doesn’t bother you enough to file a copyright lawsuit, but you can always file a DMCA takedown: https://help.instagram.com/contact/539946876093520
Taking someone’s photo and modifying it is unquestionably creating an unauthorized derivative work, and thus a copyright violation (unless you’ve licensed your photos with a Creative Commons license, or otherwise given away the rights).
Sites must respond to DMCA takedown requests or they lose their DMCA Safe Harbor protection (i.e. if Instagram doesn’t take down the offending material, you could sue them rather than just the infringer).

I can totally sympathize with the shitty filter reGrams. That’s happened to me a bunch. Filters always look cheap (as does overboosting the saturation).
But I do know that Android reGrams often appear pixelated if the original photo was posted from an iPhone.
EDIT: Just reread and realized he stole your photo without credit. That’s Grade-A shitty. I’ve only had that happen a few times, but my friends always left a comment demanding they give me credit.
